The buyer pays for the goods and costs; the registered importer handles the DI filing, tax payment, and customs clearance in their own CNPJ. The registered importer's name appears on the DI, but all economic interest belongs to the buyer. This model allows foreign sellers or companies without Radar to import into Brazil through a compliant local partner. Do I need ANVISA or INMETRO approval for my product?
It depends on the product category. ANVISA approval (Licença de Importação from health authority) is required for cosmetics, personal care products, medical devices, pharmaceuticals, and certain food items. INMETRO certification is required for electronics, electrical appliances, toys, and safety-regulated products — the product must carry the Brazilian INMETRO seal. MAPA approval is required for agricultural inputs, animal feed, and plant products. DECEX issues general import licenses for products on the Lista de Licenciamento Não-Automático.
