What changes the plan

Customs requirementsLCL shipments from India to the USA need Indian export clearance via ICEGATE, plus US import processing via CBP ACE (Automated Commercial Environment). On the Indian side, you'll need a commercial invoice with HSN codes, a packing list, and a shipping bill (SB) filed via ICEGATE. You also need a bill of lading and a certificate of origin (Form A under GSP). Note: India graduated out of GSP+ in 2014 and now keeps only standard GSP. You'll also need an Indian Importer-Exporter Code (IEC) and, after shipment, a bank realization certificate (BRC) for foreign exchange compliance. On the US side, file ISF 10+2 (Importer Security Filing) at least 24 hours before vessel loading, plus an entry summary (CBP Form 7501) via ACE, a commercial invoice, and a packing list. You'll also need a bond — single-entry $5,000 minimum, or annual continuous bond from $50,000 — plus the correct HTSUS classification. Food or cosmetics need FDA prior notice. Electronics need an FCC declaration. Chemicals need EPA TSCA compliance. For Section 301 China-affected goods that might transit through India, country-of-origin documentation matters a great deal. Standard MFN rates break down like this: textile fabrics and garments pay 8-32%, based on fiber type and HTS chapter (61-62). Leather goods pay 2-17%. Pharmaceutical APIs pay 0-6%. Gems and jewelry pay 0-13.5%. Machines and electronics each pay 0-6%. On top of MFN, the 2025-2026 reciprocal tariff regime adds 15-26% for many Indian goods — check the current status at the time of booking. For shipments under 15 CBM, sea freight from India to USA uses LCL (Less than Container Load) consolidation. First, your cargo gets picked up at origin — Mumbai, Chennai, Nhava Sheva, or Kolkata. Next, it goes to a CFS (Container Freight Station), where it's consolidated with other importers' goods into a shared container. The NVOCC then issues you a House Bill of Lading (HBL) for your portion. Your US customs broker files ISF 10+2 at least 24 hours before vessel departure, then files the CBP entry once the vessel arrives. After US Customs releases the container, your cargo gets deconsolidated at the destination CFS and trucked to your warehouse. Sea freight rates for Indian textiles and apparel to the USA shift by origin port, US destination coast, season, and market conditions. LCL rates depend on your origin — Nhava Sheva, Chennai, or Mundra — and your destination coast, East versus West. FCL 40' rates shift by port pair and by peak season (Q3-Q4). Textiles carry US import duties of 12-32%, based on fiber type and HTS chapter (61-62), plus possible reciprocal tariffs of 15-26% announced in April 2025 (verify the current status at time of booking). Mundra (Gujarat) works well for North India and Rajasthan cargo, with solid weekly sailings. Kolkata (Haldia) serves Northeast India and Bangladesh-transit cargo. For Los Angeles-bound LCL, Nhava Sheva via direct Pacific routing gives the fastest transit, at 28-38 days. LCL (Less than Container Load) means you share a container with other shippers' goods. So you pay only for the cubic meters (CBM) you use. LCL fits well when your shipment sits under 15 CBM, when you test new products, when you mix SKUs from several Indian suppliers, or when you can't fill a full container. Above 15 CBM, FCL usually costs less per unit.
LCL transit time from India to the USA shifts by routing and destination coast. For the West Coast — LA, Long Beach, or Oakland — direct Pacific routing is fastest. Nhava Sheva to LA takes 28-38 days, and Chennai to LA takes 30-40 days. For the East Coast — New York, Norfolk, or Savannah — routes run via the Suez Canal, or via Cape of Good Hope when the Red Sea is unsafe. These routes take 35-50 days in total. For the Gulf Coast — Houston or Mobile — routes via Panama or Suez take 38-50 days. Add 3-7 days at origin for CFS consolidation, plus 3-5 days at the US destination for deconsolidation, customs clearance, and inland trucking. Total door-to-door time runs 35-55 days for West Coast, and 42-60 days for East Coast. LCL freight gets priced per CBM (cubic meter) or per metric ton, whichever costs more (W/M). The standard rule: 1 CBM equals 1 freight ton. Beyond the per-CBM ocean rate, LCL also carries CFS handling charges at origin and destination, plus documentation fees, ISF filing, customs clearance, and any terminal charges.
ISF (Importer Security Filing) is a CBP rule that covers all ocean freight imports, including LCL. The importer or customs broker must file ISF data 24 hours before cargo loads onto the vessel in India. ISF covers the importer number, consignee, origin country, port of unlading, and detailed cargo data. Skip the filing, and you face a $5,000 penalty per shipment.

If CBP picks the consolidation container for exam, every shipper's cargo in that box gets affected — not just yours. A VACIS X-ray scan may add 1-2 days delay. A full, intensive exam may add 5-10 days and bring CES handling charges, split among all shippers in the box. This is one real downside of LCL versus FCL: you share the exam risk with strangers.
Yes. Indian exporters must register for GST and give you a GST invoice. The exporter applies 0% GST on exports, under the IGST law, but registration is still required.
