Moroccan customs (Administration des Douanes et Impôts Indirects — ADII) operates under modernized procedures with electronic clearance via the BADR system (Base Automatisée des Douanes en Réseau). For imports into Morocco, all shipments require: commercial invoice in French or English, packing list with HS codes, bill of lading or air waybill, certificate of origin (EUR.1 for EU shipments, self-certified statement under USMFTA for US goods), import declaration (Déclaration Unique de Marchandises, DUM) filed via BADR. For specific commodities: ONSSA (Office National de Sécurité Sanitaire) certification for food and agricultural products, Ministry of Health approval for pharmaceuticals, conformity assessment for industrial goods. Standard clearance at Tanger Med port runs 6–24 hours under the Port Expedited Clearance (PEC) fast-track system. Casablanca and Agadir ports take 24–72 hours under standard procedures. AEO-certified (Opérateur Économique Agréé) shippers receive priority processing at all ports. Import duties depend on origin: EU and US goods enter duty-free with proper FTA certificates; MFN rates range from 2.5% (most industrial goods) to 50% (agricultural protection items, vehicles). Morocco applies 20% VAT (TVA) on most imports.
